Emergency/Proposed Rulemaking to Reinstate Pre-January 9, 2006 Wait Time Charges (no charge for 4 min and 59 seconds; a charge of $2.00 for 5 min up to 9 min and 59 seconds; a charge of $1.50 for 10 min up to 14 min and 59 seconds; a hourly charge prorated at $6.25 on the quarter hour or fraction thereof beginning at 15 min.).
